Extraordinary Occurrence Diphtheria is becoming a problem in the spotlight. Health is certainly necessary in communicating, if health is disrupted, communication will also be disrupted. In order to solve this problem, Kelurahan Joglo and Petukangan Utara conduct socialization through counseling. The purpose of this research is to know the socialization of Disease Outbreak Response through counseling by Kelurahan Joglo and Petukangan Utara. In this study researchers used small group communication and groupthink theory. Using qualitative research methods. Collecting techniques that researchers use with observations and interviews to collect data, as well as literature studies and document studies.
